Mikuni jetting questions

I was wondering if there is a general rule of thumb for adjusting jets for elevation change. Is it Better to start by adjusting airflow or fuel flow? I am entering a rally cross at glen helen this weekend. My car is jetted at 3000' and glen Helen is at about 1500'.

From what I've been reading, Mikuni carbs are not affected by elevation change when compared to Webers. As for a 1500' elevation change, I cannot confirm this as I've never ran a carb setup through that type of terrain. Do you have the Mikuni tuning manual?
