need advice on engine

so recently my motor seemed dead on cylinder 3(heat checked the exhaust while i was tuning my side drafts). did a test it was 90 on 1-2 and 60 psi on 3. changed the head gasket and that bumped the psi up about 30 more psi on cylinder 3 and a bit more on 1 and 2 but it still is too low and is dead. i did a leak down test and it has quite a lot of blow by so im thinking rings? anyone have an idea what could else be the issue losing compression??
