2TC Intake Manifold Gasket Question

What is the part name and function of this water line that runs under the Intake Manifold Gasket?
And where can i find the Gasket for this plate? Thanks Everyone.

This is a intake manifold heater for warming the intake air for better fuel atomization when its cold. I've never seen the gaskets sold individually and usually resort to buying a head gasket set as it contains all the upper gaskets but you could just use RTV.
